Sheogorath

Sheogorath is the Daedric Prince of Madness, whose motives are unknowable. He looks like a banker, carries a pocket watch and speaks in a very Scottish accent. Sometimes he can be absolutely manic; other times, he can be quite frightening. His plane of Oblivion, the Shivering Isles, suits him well, as part of it (Mania) is crazy and humorous, whereas Dementia, the other half, looks like and resembles a nightmare. Sheogorath loves driving mortals insane or making them perform actions that are obviously insane. His favored Daedric weapon for mortals is the staff Wabbajack. It can transform any living thing into another random living thing. There is a region in Morrowind named after him, Sheogorath. In Cyrodiil he has a shrine inside Darkfathom Cave, southeast of Leyawiin, and another shrine near Fort Nomore.
Sheogorath is lord of the Realm of Madness, also known as the "Shivering Isles," which is his plane of Oblivion. This is important as it shows the variety of lands in Oblivion are based off its prince. As Mehrunes Dagon was destruction he had a hell while insane Sheogorath gets a vibrant/morbid insane asylum.
Sheogorath has strange cat-like eyes because he is a daedric prince. In the Shivering Isles, the Golden Saints also have similar looking eyes because they too are daedra.
His dialogue is very amusing, as he rambles about random things. His title of 'Prince of Madness' fits him well due to his violent mood swings; from a madness that resembles a sort of "high" to the madness of a raving madman or mass killer.
If attacked, he easily paralyzes you and teleports you high into the air over the center of the island from where you will fall to your death.
In the game, Sheogorath seems to have two personas: If he is summoned at his shrine (see Shrine of Sheogorath, his behavior is mean-spirited and annoying, and his voice is very high-pitched. During the course of the Shivering Isles main quest, he fits more of the "insanity for the sake of it" persona, and has a deep Scottish baritone. If the shrine quest is completed during the course of the SI storyline, Sheogorath's voice will be the same as in Shivering Isles; plus, he will yell at the player for not completing the SI storyline beforehand. If it is completed after the quest Symbols of Office is begun, the player will hear the voice of Haskill.
His name and description reference H.P. Lovecraft's Cthulhu mythos. For instance, his name is similar to Shoggoth, a creature from it, and his description uses terms used to describe the Old Ones, such as being the Prince of Madness and being unknowable.
